Acquisition appraisals carry requirements a general appraisal does not.
When a federal agency or a federally funded program is involved, the appraisal must conform to the Uniform Appraisal Standards for Federal Land Acquisitions, known as the Yellow Book, in addition to USPAP. We prepare these assignments for acquiring agencies, the landowners on the other side of an acquisition, and the legal teams that represent either party.
THE STANDARD
Just Compensation, Measured Correctly
The Yellow Book establishes market value based on the property's highest and best use as of the date of value, determined without regard to the influence of the acquiring project. The value cannot be inflated or depressed by the very project that prompts the acquisition.

For partial takings, just compensation is measured by the before-and-after value of the larger parcel, including any severance damages to the remainder. A defensible larger-parcel determination is where that analysis begins.
